Cornwall Council Central Heating Fund

Help is available from Cornwall Council’s Central Heating Fund for householders with no central heating:

  • Help with installing a new central heating system (for homes within 20m of a mains gas supply).
  • Help with installing a new central heating system which runs off an air source heat pump (for homes over 20m away from a mains gas supply).

Its targeted towards homeowners and private tenants on low incomes (less than £30k after housing and energy costs) who are in, or at risk of poor health due to living in cold homes.

Green Homes Grant

A government initiative to help homeowners and landlords make their homes more energy efficient and save money on their energy bills, by improving their home’s insulation. The scheme launched 30th September 2020 and provides homeowners and landlords with an opportunity to access Green Homes Grant vouchers to pay towards energy efficient home improvements up to £5,000. For homeowners in receipt of certain benefits, the government will pay 100% of costs up to £10,000. Find our more at the government’s Simple Energy Advice service.


Energy Company Obligation (ECO)

This is a requirement on energy suppliers to help householders to install energy saving measures to help cut their energy bills and reduce carbon emissions. Find out more information from Ofgem. Eligibility is targeted to households receiving means tested benefits or child benefit with a low income. To check eligibility or for a referral or signposting to an ECO installer, please contact us.

If you are not eligible for an ECO grant, some of the Big Six energy companies offer boilers on finance: See E.ON and British Gas for more details.

It is likely that a local installer may be able to offer a more competitive price, however access to finance may be more limited.

If you cannot afford to pay for a boiler outright or through a repayment plan, please let us know if you would like more information about applying for benevolent funds based on your employment history and personal circumstances.

E.ON’s Affordable Warmth Scheme includes a new boiler grant to replace a faulty or broken boiler for £395, free cavity wall insulation and a free loft insulation grant if your loft isn’t insulated or if your current insulation is less than 100mm thick. Energy Company Obligation Local Authority Flex (ECO LA Flex)

The Energy Company Obligation Local Authority Flex (ECO LA Flex) is a government scheme providing funding for energy efficient home improvements, such as a first time central heating system or heating upgrades and insulation.

In order for local councils to provide energy efficiency schemes in their areas, councils in England can widen the eligibility criteria for ECO, so more residents can qualify for ECO funding. If you own your home or if you rent privately, you could use ECO LA Flex to make your home more energy efficient and reduce your energy bills, provided you meet the following criteria:

  • Your home must be energy inefficient; and
  • You spend 10% or more of your income on energy bills or you are on a low income and are vulnerable to the effects of living in a cold property.

Alternatively, you can contact an ECO LA Flex installer direct (see list below), who will ask you questions to see if you are eligible under the ECO LA Flex scheme and then ask you to complete a Cornwall Council application form. There should not be a charge for completing the application form but you may need to pay a processing fee once your technical survey has confirmed which measures are suitable and you know if you need to make a contribution towards the cost of the work.

Green Deal Loans

The Green Deal was a government scheme offering loans for some or all of the cost of energy improvements for homeowners where the finance was paid back through a charge added to the property’s electricity bill. The original Green Deal scheme closed in 2015 but loans for energy-saving home improvements can still be obtained through The Green Deal Finance Company. Find out more information from Which?
